Answer (1 of 3): It bugged me out too at first but upon some serious monitoring and looking at my screen I figured it doesn't actually "restart" the whole download. What happens is that the system actually "installs" the downloaded files when the download gets paused/resumed which causes the dow. When I put my PS4 into rest mode, it keeps downloading games that I had started downloading. I can also download games using the app or online store and they download to the system when the console isn't turned on. I download like 10 gigs of something (am on a slow connection so every gig matters) and I turn it back on to finish the remaining couple of gigs to see those 10 gigs were gone. Happened with multiple games so I've started pausing when I turn PS4 off. Only with game downloads though. Game updates are different.
